One of the biggest Part D changes revealed in the 2019 Call Letter was the closure of the Coverage Discount Gap Program a year earlier than scheduled. As a result, members will pay 25 percent, down from the current 35 percent, for Branddrugs while in the coverage gap in 2019. Changes that were proposed in the 2019 budget that were not finalized, but are still being discussed, include using drug rebates to reduce point-of-sale drug prices and excluding coverage gap discounts from members’ out-of-pocket costs.
