Beth Brooks
Senior Consultant
Beth Brooks is a Senior Health Plan Services Consultant with BluePeak Advisors, a division of Gallagher Benefit Services, Inc. A Registered Nurse with over 20 years of health care and client delivery experience, Beth has more than 15 years of leadership experience with commercial, self-funded and Medicare Advantage Health Plans. As a Clinical Operations leader for the past 10 years, Beth has gained a multitude of experience including startups, population health, case management, CMS compliance, client delivery, data analytics, reporting, and marketing strategy. Beth has also successfully led large care management teams through CMS audits, remediation, and validation.
Prior to joining BluePeak, Beth was Senior Director of Clinical Operations for a health plan startup. Beth built the Special Needs Plan Care Management Department from the ground up. This included creation and implementation of a CMS compliant care management platform; development of all policies, procedures, and workflows; hiring, onboarding and oversight of all care management leaders and front-line staff; development and approval of the health plan’s C-SNP Model of Care as well as all other operational needs. Prior to this role, Beth served as National Director for one of the five largest health insurance companies in the US. During this time, she led large, remote based teams through several CMS audits, remediation, and validation, while working closely with analytic teams, medical directors, executive leadership, and delegates to correct gaps and ensure future compliance. Beth has a proven track record of identifying operational deficiencies, creating and implementing solutions, and increasing profit margins. Prior to becoming a Registered Nurse, Beth worked in stop loss as a licensed Life and Health Insurance agent. This experience, combined with Beth’s clinical knowledge as a nurse, has created a strong business acumen allowing her to identify both financial opportunities and clinical risks for clients.
At BluePeak, Beth serves as a Special Needs Plan SME for CMS audit support for Part C clients. Beth is the primary account manager and contact for multiple clients of various sizes, and her focus is on Special Needs Plans, operational and clinical implications of the Model of Care (MOC), SNP assessments, and operational gap analysis. Beth also supports Part C Organization Determinations, Appeals, and Grievances (ODAG) for plan UM Focused mock audits and audit support.
Beth graduated with a bachelor’s degree in nursing from Liberty University and holds an Associate of Nursing degree from Centra College of Nursing. She is a Registered Nurse in Virginia and New York and a Certified Case Manager (CCM).
