Senior Consultant

Rita Isnar is a Senior Consultant at BluePeak Advisors, a division of Gallagher Benefit Services, Inc.  A licensed attorney in New York State, Rita has worked in the health care industry for 20 years.  She advises health care institutions on operational strategies and compliance issues including compliance, delegation oversight and providing consulting services.

Prior to joining BluePeak, Rita worked at another healthcare consulting firm where she served as Senior Vice President / Managing Senior Consultant. She has a wide breadth and scope of knowledge of healthcare regulatory compliance and fraud, waste, and abuse laws.  Her experience includes working with clients to manage open issues with regulators such as the CMS, the HHS/OIG, AG and MFCUs. Rita has experience in serving as lead monitor or Independent Review Organization for health care institutions.  She has successfully managed and closed settlement agreements to the satisfaction of regulators and clients.  Notably, she successfully managed expectations and demands in high profile cases such as a $334 million settlement agreement which resulted in a timely and full release of the settlement with a publicly traded managed care organization.  Her experience includes liaising with all stakeholders including the client organization, their Boards and legal counsel, and respective regulators.

At BluePeak, Rita serves as a Senior Consultant over a number of different plan types and third-party administrators.  Rita is the primary account lead and contact for multiple clients of varying sizes.  She serves as a consultant as a primary lead for CMS CPE audit support, conducts training, risks assessments, develops auditing and monitoring work plans, manages corrective actions, and assists with delegation oversight.  Rita has assisted with plan remediation of conditions post-audit.  Rita routinely reviews laws and regulatory guidance, to help clients consider the best approach to identified issues of non-compliance and / or operational challenges.

Rita holds a bachelor’s degree from York University in Toronto, Canada, a Juris Doctor, cum laude, from Syracuse University College of Law, and a master’s degree in public administration with a Health Services Management and Policy Certificate from The Maxwell School of Citizenship and Public Affairs.  She has authored articles in trade journals and has been a speaker at conferences.
