Senior Consultant
Rita Isnar is a Senior Consultant at BluePeak Advisors, a division of Gallagher Benefit Services, Inc. Rita has worked in the health care industry for over 16 years. She advises health care institutions on operational strategies and compliance issues.
Prior to joining BluePeak Advisors, Rita worked at another healthcare specific regulatory compliance consulting firm where she served as Senior Vice President / Managing Senior Consultant. She has a wide breadth and scope of knowledge of healthcare regulatory compliance and fraud, waste, and abuse laws and regulations. Her experience includes but is not limited to working with clients to manage open issues with regulators such as the Centers for Medicare and Medicaid Services (CMS), the Office of Inspector General (OIG), U.S. Department of Health Human Services, Attorney General’s offices / Medicaid Fraud Control Units (MFCUs).
Rita has extensive experience in serving as lead monitor or Independent Review Organization (IRO) for health care institutions. She has successfully managed and closed settlement agreements to the satisfaction of regulators and clients. Notably, she successfully managed expectations and demands in high profile cases such as a $334 million settlement agreement which resulted in a timely and full release of the settlement with a publicly traded managed care organization. As part of her responsibilities, she has overseen multi-team and multi-state IRO engagements and worked to develop and oversee complex annual work plans. Her experience includes liaising with all stakeholders including the client organization, their Boards and legal counsel, and respective regulators.
Rita has experience in conducting gap analyses, evaluations, risk assessments, and developing and implementing compliance programs for health care institutions. She has also served as an interim compliance and privacy officer for managed care organizations.
Rita is licensed to practice law in New York. She holds a Bachelor of Arts, Honors, from York University in Toronto, Canada; a Juris Doctor, cum laude, from Syracuse University College of Law; and a Master of Public Administration with a Health Services Management and Policy Certificate from The Maxwell School of Citizenship and Public Affairs. She has authored articles in trade journals and has been a speaker at many regional and national meetings and conferences.
