Elizabeth Gartman
Senior Consultant
Elizabeth A. Gartman is a Senior Consultant for Medicare Part C with BluePeak Advisors, a division of Gallagher Benefit Services, Inc. With over 20 years of health care operations experience in Self-Funded, Commercial, Medicare and Medicaid products. Elizabeth lends her experience in Enrollment, and in the implementation or development and implementation of operational projects and regulatory requirements with clients.
Prior to joining BluePeak Advisors, Elizabeth was Chief Operating Officer for a Medicare Advantage Plan in Oregon which successfully expanded on a national scale. Elizabeth was accountable for the enrollment, claims, customer service, and appeals and grievances departments. Prior to this position, Elizabeth was responsible for ensuring that the contractual requirements for each product were successfully resolved for a regional Medicare, Medicaid, commercial, and self-funded plan. This was achieved both directly, and collaboratively with other departments and teams. Additionally, Elizabeth and her team were responsible for ensuring that the benefits were administered in accordance with the product materials for all lines of business as well as direct development of biometric screening events for a Third-Party Administrator (TPA) employer.
At BluePeak, Elizabeth assists clients with requirements regarding Part C Medicare, Medicaid, self-funded, and Commercial requirements. This includes Part C Operational gap analysis, policy and procedure review and development, Plan Benefit Package (PBP) reviews, operations, and Commercial audit support.
Elizabeth holds a bachelor’s degree in healthcare administration from Saint Joseph’s College and is also certified with America’s Health Insurance Plans both as a Health Insurance Associate (HIA) and as a Managed Healthcare Professional (MHP).
