Kendra Kaufman is a Senior Consultant at BluePeak Advisors, a division of Gallagher Benefit Services, Inc., with 20 years of healthcare industry experience and 15 years of hands-on Medicare leadership experience. Kendra brings deep expertise in Medicare Part D operations, audit, benefit administration, and implementation, as well as a passion for turning compliance challenges into strategic wins that improve plan performance, enhance member experience, reduce audit risks, and empower operational teams.
Prior to joining BluePeak, Kendra served as Director of Medicare Pharmacy Operations and Medicare Part D subject matter expert (SME) for a national Part D plan sponsor and PBM. She provided strategic leadership across several critical areas, including large-scale Medicare implementations, benefit configuration and oversight, claims adjudication, formulary administration, Dual Eligible Special Needs Plans (D-SNPs) program support, and the development of enterprise-wide Medicare training programs. Kendra developed repeatable audit readiness and execution strategies, while also serving as the lead SME and presenter for the Formulary Administration (FA) portion of multiple CMS Program Audits. She also played an expert role in audits such as the Transition Monitoring Program Analysis (TMPA) and Prescription Drug Events (PDE) self-audits. During her tenure, Kendra built a reputation for operational precision, audit excellence, strategic foresight, and the ability to connect the dots between CMS regulatory expectations, PBM system logic, plan benefit intent, and the member point of sale experience.
At Blue Peak, Kendra partners with health plans and PBMs with practical, strategic guidance across benefit execution, formulary administration, audit readiness, implementation, and day-to-day operations oversight. She also supports clients in navigating the rapidly changing Medicare landscape. Her approach blends practical insight with deep operational expertise, enabling clients to proactively navigate regulatory complexities, strengthen internal controls, and elevate audit preparedness.
